Freedman tolerable justice just so long as there is a Bureau to appeal to and bring cases unfairly decided against the Freedmen before a Military commissioner and not a day longer.

3rd I am unable as yet to speak with confidence as to Register of Marriages for the entire Dist. The rite of Marriage as a formality among the blacks is however properly recognized and established.

4th The County authorities in Wythe will take charge of an indigent Negro in their poor house where they cant help it. I have had no opportunity of testing the question practically elsewhere.

5th About one half the negroes are working well. There are Negroes unemployed through laziness. Also there are a few that cant get work. The great trouble with them is many who could get work as a farmer wont do such constant hard work but loaf around the main street of the towns preferring to shift about, sleep and eat where they can
