I have the honor to forward herewith reports from the "Peninsula District" in response to a communication from the Head Quarters dated Dec 2oth 1866.
The lands upon which these Freedmen live have been restored to the owners under instructions from the Commissioner of the Bureau
The civil authorities cannot eject these tenants, and call upon the officer of the Bureau for aid
It seems important that some definite policy should be determined on by the Bureau in regard to these cases.
Very Respt Yr Obt Svt
