"The returns show that the negro population of Virginia has decreased 190,000 since the war." 

Please inform me whether any cencus has been taken by the State authorities showing the result above named

I enclose herewith order for transportation No. 36. for  Nulty Brown blind Freedwoman.

The Asst. Comr directs that in order to save the cost of an attendents transportation you communicate with Bvt Lieut Col. Ayers Asst. Supt. and instruct him to place the woman in charge of the conductor on the train, and to inform you of the day on which she leaves, in order that she may be met at the depot in this City.
