Your communication of yesterday in regard to 
municipal elections to be held on 18th inst. has been received. 

The Act of Congress to which you refer will go into effect.

You will consult with the officers of Election and other leading citizens, and ascertain what is their proposed action with regard to the freedmen exercising the right to vote and report the result of your enquiry with your opinion.

You will receive definite instructions on the subject before the time of the election.

I have the honor to enclose herewith the following papers relative to the contract made by George Soring, Agent of J.D. Blackburn of Pine Bluff, Ark, with Chas [[Payden?]] and certain other Freedmen, in accordance with the regulations laid down in the "Bureau Manual," viz:

"Bond for $2000 - signed by J. D. Blackburn and surety"
"Two (2) copies of Contract."
"List of Freedmen giving names &c"
"Copy of Transportation order"
"Copy of order of the Comr authorizing issue of trans. order"
