Major, Your communication of yesterday in regard to municipal elections to be held on 18th inst. has been received. The Act of Congress to which you refer will go into effect. You will consult with the officers of Election and other leading citizens, and ascertain what is their proposed action with regard to the freedmen exercising the right to vote and report the result of your enquiry with your opinion.
