You will forward to these Head Quarters on the last day of each month a list of the names of officers and agents in your District, not serving in the Subsistence Department, who have issued rations to destitute Refugees and Freedmen during the month. You will also see that the reports required by par's 7 and 8, Article III, Page 28, of Bureau Officers Manual are promptly forwarded.

I have the honor to inform you that the following named officers are on duty in the Bureau in West Va., Viz:

1st. Lieut. A. F. Higgs, Asst. Supt. of Jefferson and Berkely Counties
W. Va. Head Quarters at Harper's Ferry.-

A. A. Surgeon Thomas Turner in charge of sick Freedmen in quarters at Harpers Ferry.-

I would respectfully request to be informed the name of the officer to whom the Government property in Jefferson and Berkely counties, and the Confederate buildings at Parkersburg W. Va.

I also enclose official copy of certificate of the Clerk of the U.S. Dist. Court relative to the above mentioned property.-

The order of the restoration will not be delivered to Dr. Duval until he has remitted one dollar, being amount due to the clerk of U.S. Dist. Court, for furnishing certificate.
