I have the honor to state that from numerous reports, I am of the opinion that no practical justice is now or is likely to be administered, where freedmen are concerned in the County of Lunenburg in this State, by the present local authorities.
I therefore respectfully suggest that the jurisdiction of all such cases be removed from the Civil to Military Courts. I would recommend
