In reply to communication of Bvt. Capt. C. S. Schaeffer dated April 2nd 1867 forwarded by you April 3rd 1867 I am directed by the Asst. Comr. to request you to furnish at once information as to whether at the elections recently held in Pulaski County, the colored people were allowed an opportunity to vote and if the requirements of the New Military Bill were fully observed. The election in Giles County is illegal if held subsequent to date of General Order No. 8, C.S. First Dist. Va. Copy of which is enclosed.
