An inspection of the jails of the city of Richmond and county of Henrico and also of the State Penitentiary located near Richmond will hereafter be made by the Sub. Asst. Comr. of the third Sub. District, or under his directions, at least once in each month, but not to be made on regular days or with notice in advance.

I respectfully suggest to your Excellency the propriety of granting a pardon to William Young, colored, formerly of 29th. Ill. Regt. who was on 28th. Sept. 1866 sentenced by the Hustings Court of this City to an imprisonment in the City Jail for nine months having been convicted of Petit larceny.

This man has been in jail since 24th August 1866, and his case has been the subject of inquiry from the War Departments The Jailor in charge has lately represented him as a well behaved prisoner.

One special reason for this request to have the above named man pardoned is that when free from influence he may be questioned about the management of the jail - and if the request is granted it is desired that he be directed to report

immediately to these Head Quarters but that the Jail authorities shall not be made aware of such direction.
