"The chief difficulty seems to be the nonpayment of wages for the year 1866, for children who were hired out by their parents, such debts are generally acknowledged to be due, but the general failure of the crops of last year is given as a reason for the delay in paying them." 

You will instruct Lieut. Busby to cause suits to be instituted in the above cases in order that judgment should be obtained for the security of the freedmen's claims.

Your attention is invited to the following extract from report, dated May 1st 1867, of Mr Thos. P. Jackson Agent in charge of Highland and August Cos under cir. No. 6. 1866.
            
"The condition of the aged, sick & very young, both white and colored, is however distressing, and I regret to find myself without food or clothing to relieve the many deserving applicants, especially, of those living in Staunton. Mr Bunch, overseer of the Poor has inadequate means at his command it is true, but he lacks any sympathy, whatever, and I have been compelled, rather sharply, to insist upon relief for old and sick colored women"
            
You will report upon the facts of the above statement and also explain why, in case they are as stated, proper requisitions have not been made for rations and clothing.

You will direct Lt. W. S. Chase, A.S.A. Comr. to use such influence on the freedmen legaties in the  Fox and Blackwell estate alluded to in his last report under Cir. 6. Series 66, as will if possible, secure their agreement upon an honest and capable Agent to secure their interests. As these people are free and have all the rights of citizens the Bureau cannot interfere with their property save by advice & council.
