said order and decision was made through the prejudice and partiality of the said justices, in favor of the white person accused and against the ordered person who had been killed, and by reason of which decision and order the colored citizens of the said county do not have the same security of person as is enjoyed by white citizens. I therefore respectfully submit whether the justices who made the said order should not be tried for violation of the act of Congress passed April 9th 1866, entitled an "act to protect all persons in the United States in their civil rights and furnish the means of their vindication."
