Sir,
The case of Mr Fernald has been laid before the Commanding General. In accordance with his request you will advize Mr Fernald to stand his trial before the Civil Courts. If injustice is done him on said trial, or any action taken injurious to him in his official capacity, he will immediately report to these Hd Quarters. 

He will also report any expense or costs to which he may be subjected on account of his official duties as an officer of this Bureau.
