I am directed by the Asst. Comr. to inform you that you have been appointed an Agent of this Bureau, to date from date of taking the required oath, at a salary of $100 per month.

Your station will be at Woodstock, Shenandoah Co. Va.

Please inform when you will start for the South, giving the letter time to reach these Head Quarters on the day before you start, at least, in order that your appointment & instructions can be forwarded to Major General O.O. Howard's office in Washington to meet you there on your arrival.

"There were two men arrested in Northampton Co. (one white and one colored) charged with rape" - the colored man with "rape" on a white girl, and the white with rape on a colored girl - they were both tried and as I understand it, about the same evidence in both cases, and the colored man has been condemned to be hung July 4th 1868, and the white man, who committed the rape on a colored girl, retained in jail for a future hearing - I have just been informed by a citizen of the said Northampton Co. that the colored girl was positive as to the identity of the white man, but the white girl could not swear that the colored man was the one who seduce her"
