George Co. are not sufficiently protected in their rights, and that it is necessary to have an Agent at City Point. You are requested to report if such is the case, and if it is necessary to have an Agent there, also if Dr. Fritz, who has made application for the place, is a proper person.

The Bvt. Brig. Genl. Asst. Comr directs that you pay the account of Dr E.H. Smith, amounting to two hundred and ninety seven (297) dollars, for services rendered from May 1. 1868. to July 31. 1868, as Surgeon in attendance on destitute freedpeople.

The disabilities under which Dr Smith labored when the account was first presented, has been removed by Act of Congress, and by decision of the 2nd Comptroller of Treasury, the payment is legal.
