Sir,
The horse which was sent by you to R.S. Lacey S.A.C. 7 S. Dist. under instructions, from the Chf. Q.M., dated August 5, 1868, is such a worthless animal, that it is suspected, that it is not the Government horse originally issued by the Q.M. to the A.S.A.C. from whom it was last received.  It is a large, clumsey and poor iron grey horse, evidently worn out in the service, as the brand U.S. has been obliterated.  You will investigate this matter thoroughly and take the sworn statement of parties in the matter.
   
It is first desirable to ascertain by whom the horse was last turned in, and then, to learn if it is the same horse, that was transferred to them by their predecessor or the Q.M.
   
A prompt and strict investigation and report is required in this matter by this Asst. Comr.
