Wm. King former master of the boys, took them away last week to Brunswick Co, under an order of the County Court of Dinwiddie, he claiming that they were bound to him by yourself.

Enclosed herewith is a summons for Stith to appear before the Court of Dinwiddie to answer a presentment for unlawfully detaining the boys.

It is further claimed by Stith, that the boys have not been with King for two years.

The Asst. Comr directs that you report full particulars of this case, in regard to the binding of the children &c.

Sir,
In response to the enquiry implied in your endorsement of 9th inst., returning papers in application of Mr Becknell, you are informed that cases requiring the action of a military Commissioner should as a rule be forwarded to these Hd. Qrs. whence, if proper, they will be forwarded to Maj. Genl. Commanding.

The exception will only be, when the delay would produce serious consequences, when the case may be forwarded directly to the local Mil. Comr, for his information, at the same time forwarding to these Hd. Qrs. a statement of the same. - In all cases where action is taken be the Mil. Comr, either upon direct or indirect report, that action will be reported to these Hd. Qrs., as also if the Military Comr has made public his decission not to act in the case.

Where application for military interference is made to a Bureau Officer in cases that do not appear to come within the objects of Bureau care, the applicant will be instructed to address the local Mil. Commissioner direct - and the Bureau officer will decline to act otherwise than to advise and assist the applicant in addressing his complaint in proper shape to the proper officer.
