Dear Mr. Liechti:

[[strikethrough]] You will recall that the General Operating License for the old Paris company in liquidation in which Mr. Germain Seligman had sole right to purchase and sell works of art at his discretion, using the blocked monies for this purpose, was allowed to lapse. For various reasons we have decided that such license should be renewed forthwith.

This would seem to be a completely formal matter and we see no reason why you should not prepare the application yourself just as you have many times in the past. Some mention should be made that through oversight the license was allowed to lapse. You may then advise Mr. Benjamin that he has been elected Vice-President of Jacques Seligmann & Co., Inc., at a Thereupon the same should be filed promptly.

If it is not necessary to mention the actual cash balance with the Fifth Avenue Bank, do not do so. Otherwise, just mention the balance, omitting any mention of the right that was given Mr. Seligmann to withdraw his share, as it seems superfluous at the present time and might complicate matters.
