Bureau of Refugees, Freedmen, and Abandoned Lands

Washington, January 1st, 1868 

Newton Whitten, (late 1st Lieut V.R.C) is hereby appointed an officer of and retained in the service of the Bureau of Refugees, Freedmen, and Abandoned Lands, state of Virginia under Section 4 of the Act of Congress continuing the Bureau, passed July 16, 1866, and in accordance with the provisions of the said Section he will receive the same compensation as is provided by law for the grade of 1st Lieut of Infantry which rank he formely held. 

This appointment takes effect January 1st, 1868 and will remain in force until revoked bt orders from this Office. The oath required by Act of Congress, approved July 2, 1862, will be taken and filed in the office of the Asst Commissioner of the State of Virginia.
