I am directed by the Commissioner to ask if your action in ordering the expenditure of these Buildings as above was authorized by any orders emanating from these Head Quarters.

Ordinarily no officer making Returns of property can drop from his return any public property until it has been condemned, and ordered to be so dropped, after proper inspection or by order of competent authority.

When public property is furnished by this Bureau for Schools or Asylums under the direction of Benevolent Associations, it shall remain the property of the Bureau and be borne upon the Returns of the proper officers thereof.  The officers accountable for the property shall attach to their property Returns copies of the orders authorizing the delivery of such property to such Associations.  See page 28.H.
