3rd - When buildings are constructed with such materials (and buildings are understood to the constructed when the bulk of the material is furnished, or the main part of the cost of construction is borne by the Bureau) the building so constructed should be taken up and accounted for by the officer responsible for the materials, as provided by Special Orders No 28, B R F & A L. Mch 5. 1868.

4th - When buildings are transferred by competent authority to benevolent associations for schools or asylums under this direction, they shall remain the property of the Bureau and be borne upon the returns of the proper officer of the Bureau, and be accounted for by them, as provided by the Bureau Officers' Manual, page 28-H.

5th Buildings or other property pertaining to the Bureau should not be so transferred except upon the order of the Commissioner.

6th In the cases under consideration the material was not taken up on the papers of the Disbursing Officer, nor does it appear affirmatively that it was used for repairs or partial construction. The presumption, therefore, is that it was used for construction.

7th The transfer of the buildings on the "Wood Farm"
