Permit me to state that this morning I mailed to you an Application (with copies of original letters signed by Major J H Remington) respectfully soliciting an appointment under you.  I have no political influence that I desire to use to urge my appointment.  The Hon gentlemen that asked my application to be favorably considered know me personally and I believe gave me those letters cordially.  Serving during the war from Private to Lieut, & Act Asst. QM & A. A. A. G. at times may have qualified me to serve you creditably.  I have been serving as Registn Officer and am at present President of the Board of Norfolk Co and City of Portsmouth Va, my familiarity with Registn woud [[would]] assure you that in filling any post I could perform
