General,
I have the honor to request that the appointment of O. P. Randall as a clerk in the Bureau be revoked to date April 30th 1868, and that S. M. De Lamater be appointed a clerk in his stead at a salary of $80 per month to date from May 1st 1868 - 

A communication of J. J. De Lamater, Surg: in Chf. dated April 30th 1868, requesting the above change was forwarded to Washington on the 30th ult, but from endorsement of the Commissioner, dated May 14th 1868, on communication of the Asst Comr. making enquiries regarding the above named communication, it appears not to have been received.
