Genl:-

I am directed by the Commissioner to inform you that the papers in the case John Burns who was sentenced to sixteen (16) years confinement in the Penitentiary, have been again referred to His Excellency Governor Wells "with an earnest petition that he will grant John Burns an absolute pardon, the evidence in the case appearing insufficient to sustain the charges, and it being unjust to imprison a man for [[another?]] crime before he has been found guilty thereof."
