Bureau of Refugees, Freedmen & Abandoned Lands
Headquarters, 2d Sub. Dist, Virginia
Petersburg Va, August 18th, 1868.

Bvt. Brig. Gen. O Brown
Asst. Commissioner,
Richmond, Va

General,
In reply to yours of the 17th inst., I have the honor to state that an active agent for Prince George and Dinwiddie is positively necessary. The county of Prince George is in a bad condition. I have heretofore reported the want of overseers of the poor therein. There is but one constable in the County, and no magistrate within six miles of City Point. In my opinion the military commissioner here attends but very little to his legitimate business.

Dr. Fritz does not reside at City Point proper. If he will remove there and after being appointed agent, attend to the business of the Bureau as it should be attended
