On the 10th Octr. 1867. I made application to the 2d Auditor of the Treasury for the arrears of pay & bounty due Lucinda Vernell widow of York private in Co "A" 99th Regt. U.S.C. Troops, on the 11th day of Septr 1868 I was informed by the 2d Auditor the claim had been settled on Jany 5/67 & certificate for $188.17 sent to W'm F. Bascom of Washington. To day I received a letter from Mr. Bascom saying that a claim was filed by Cha's W. Seaton Local Agent U.S. Lan. Commission at N.O. La on the 3d Jany 1864 for the same person, and the certificate for the amount was sent you 16th Septr 1867_ (No 282.763). Lucinda the claimant is living here, having removed from N.O. in the fall of 1866 & she says she has never authorized any one but myself to make application for this money and if the
