War Department
BUREAU OF REFUGEES, FREEDMEN, AND ABANDONED LANDS,
Washington, October 6th, 1868.

General O. Brown
Assistant Commissioner.
State of Virginia.

General,
I am directed by the Commissioner to inform you that he has arranged with Northern Benevolent Associations to furnish and increased number of teachers in the states which are now represented by them respectively.
This arrangement has been for the purpose of securing a much greater number of competent teachers than was last year sent to the south.
Your Superintendent of Schools will at once place himself in correspondence with the proper officers of the Societies engaged in the work in your State, with the view to securing the services of as many teachers as may be necessary or can be supplied.
