17th There are eight schools in Norfolk conducted by the American Missionary Association which I have visited.
The teachers are all competent ladies from the North. The school houses are all, with one exception, rented by the Bureau, and hence these schools cannot be regarded as permanent. The ten buildings rented by the Bureau for the Association are not well fitted for educational purposes, and the one owned by the Am. Missionary Assn. is not well located, and not calculated to last long. It is most unfortunate that no strong foothold in Norfolk has been obtained by any educational society, and I would bespeak the best cooperation of the Bureau with any such society that might endeavor to obtain such foothold.
I learn that it is doubtful whether the A.M.A, will continue to labor in Norfolk another year. I hope it may not leave this important field. No regular charges for tuition have been made in Norfolk by any of the charitable societies laboring there, which have been, in my opinion,
