that there is no semi permanent place for the school work in Smithfield. Such a teacher deserves encouragement. She is supported by the Friends Association of New York.

22nd A Miss Julia Shaw (cold) is teaching in a comfortable log house at "Mt. Zion church" not far from Smithfield. She appears to be a capable persevering teacher. The house and land are the property of freedmen, and there is encouragement to hope for a permanent school at this place: the attendance is good - but cannot be very large owing to the scattered population.

23rd The American Baptist Home Mission - my  Society has a large primary and intermediate school at Portsmouth is a rough lived building. The teachers are good, and the 
school promising. I believe the school could be run more cheaply by employing one competent white teacher, and colored assistants
