Col. Garrick Mallory,

Sir, I am in receipt of yours of the 5th inst. The person appointed in Norfolk to keep an Intelligence Office and recommended to me by the resident Boreau Officer has never reported to me any services rendered nor any expenses incured. His claim for services rendered must therefore be regarded as entirely gratuitous. No charge for rent could be made as he kept a store and would the business there.
