Bureau of Refugees, Freedmen and Abandoned Lands,
HEADQUARTERS, EIGHTH SUB-DISTRICT OF VIRGINIA.

Wytheville, Va., Jan 2d 1869.
Genl O Brown
A Commissioner
General
I have the honor to ask permission to move my Hd Qrs to Salem Salem is the largest & most flourishing town in [[strikethrough]] this [[/strikethrough]] my Sub-Dist. It has the largest Negro population. It is the only town in my Sub Dist that has two negro schools. I can attend to the locality of my present station comprising my old Division better by correspondence than any other part of my Dist because I understand it perfectly & the others I do not. Mr McDougall has but one bona fide school started so that it is a matter of no consequence where I am stationed in relation to his old Division Lastly it will be infinitely more agreeable both to myself & family to be stationed there than here. I am General Very Respectfully
Your Obt Servant
H.G. Thomas Bt Brig Genl &c
