General,
I beg leave to state that the apportionment made to Virginia, as stated in a communication of the Commissioner dated July 31st 1868, of Twenty Five Thousand dollars ($25.000), will not admit of any enlargement of the Educational work in this District beyond its present limits. I would respectfully ask that the amount of the appropriation be increased to Forty Thousand Dollars ($40.000).
