I have the honor to request that I may be allowed to retain the service
of Mr. George K. Ingalls in charge of Bureau Clothing Warehouse so long as I am responsible for the Bureau Clothing which I am directed to retain by endorsement Major Gen. O. O. Howard Commissioner dated Office Chief Qr. Mr. Washington, D.C. Dec. 31st 1868
