gratuitous issue of the clothing, under the restrictions heretofore in force, be authorized.

Such a disposition of this property would be in accordance with the views of Congress in making appropriations for the support of this Bureau, and would seem to be a wiser and more humane course to pursue, than to cause the same to be sold at auction, when probably, much less could be realized than the value thereof
