General,
I have the honor to request instruction as to the following point of duty.
 
I am A.A.I. Genl. of this District, and in the absence of the Asst. Commissioner on leave, left in charge. From reports to me I deem it desirable to visit a point in the state for inspection purposes, which may at any time occur as now, in the absence of the Asst. Commissioner. Is it proper for me to issue the order to myself as A.A.I. Genl. to perform the journey, signing by the order of the absent Asst. Commissioner as I do other special orders? or, should I receive general authority from your Head Quarters such as I am aware has been issued to the Asst: Commissioner for his travel and under which he has several times acted.
