Sir,
By direction of the Asst Comr you will without delay forward to these Head Quarters lists of Patients at Howard Grove Hospital classified as follows viz:

Those that have a residence in the state and those that have not, showing the counties to which they belong, and the ability of each one to gain a living, specifying distinctly those that are able and those that are not. You will take immediate steps to close up the half Orphans' Asylum by returning the children to their parents.
