Hartsuff's plan is not approved, or if Genl Howard desires the affairs taken into the hands of the Bureau as is evidently intended by the law establishing it, and by General Orders. Genl Terry will cheerfully carry out Genl Howards wishes in the matter. I would respectfully ask for specific instructions in this case, as I do not see how the orders of Genl Hartsuff and those of the Bureau can both be carried out. A copy of my telegram to Bureau Hd.
