relation to the matter. He expresses a willingness to interfere, if the practical working of Genl. Hartsuff's plan is not approved, or if Genl Howard desires the affairs taken into the hands of the Bureau as is evidently intended by the law establishing it, and by General Orders. Genl Terry will cheerfully carry out Genl Howards wishes in the matter.

I would respectfully ask for specific instructions in this case, as I do not see how the orders of Genl Hartsuff and those of the Bureau can both be carried out. A copy of my telegram to Bureau Hd. Qrs. of the 30" June, together with the reply of Maj Genl Howard was forwarded to Genl Hartsuff.

Dr. De Lamater has been a Medical Director more than two (2) years and is such a man as Genl Howard would approve.  I have no personal preference.  I know Dr De Lamater well.

Please inform me whether the order mustering out Capt. W. H. Felt, C.S. will be revoked.  I am anxious to organize my Commissary Dept.

The Treasury Agent in Norfolk (under his interpretation of the order) has turned over all of the abandoned tenements in the cities of Norfolk and Portsmouth to the Bureau.  Shall I receive all or only such as are required for the use of the Bureau.
