I have the honor to acknowledge the receipt of your communication of the 6th inst. relative to the fears of Southern citizens of an insurrection among the Freedmen. 

I believe such apprehensions to be entirely groundless. I have consulted Maj Genl. Terry Commanding the Department, and he informs me that his troops are disposed in a manner that would best put down all insurrectionary movement should such be attempted. He, however, has no apprehension of any thing of the kind. The Bureau is organized and has its agents in every county of the State, except in a portion of the Shenandoah Valley.

I think the reason of this outcry on the part of "Southern Citizens" is to present what they deem a good reason for arming a military force.
