A Circular was issued by the Asst Commissioner of this State on the 12th of March 1866. turning over to the Civil Authorities jurisdiction in all criminal cases, and requiring the officers of the Bureau to report the result of this action with reference to the interests of the Freedmen.~
I have the honor to enclose, herewith, copies of and extracts from these reports.~
In three Counties it has been necessary to re-establish the Bureau Courts to prevent insurrection among the Freedmen, who were threatening retaliation for the injustice done them by the Civil Courts. ~
The accompanying reports although voluminous, do not contain the large number of minor complaints that are continually being made by the Freedmen.
I would suggest that the index, being an abstract of the reports, will enable the Commissioner to judge of the importance of the cases without reading through the entire report. ~
In view of the records now forwarded, I would respectfully submit, whether justice can be secured to the Freedmen without re-opening the Bureau Courts and Military Commission, and whether the Bureau has the power to do this. ~
