(2d Vol. Folio 165) August 17th 1866 Commissioner General, I have the honor to request information as to whether the new Bounty Act, lately passed by Congress, affects colored soldiers, not free 19th April, 1861, who enlisted previous to July 18th, 1864. As my District comprises the States of Eastern 279 and Western Virginia, styled the Department of the Potomac, I would respectfully ask to be informed whether my functions as Asst. Comr extend over the State of Western Virginia, the upper portion of the Shenandoah Valley, and the Counties of Loudon and Fairfax? if so, please inform me of the names and stations of the Officers of the Bureau in the places above mentioned. - I am, General, Very Respectfully, Your Obt.
