During my absence from the Department your instructions of October 2nd were received here, and in compliance therewith Brevet Brig. General O. Brown, Acting Asst. Commissioner prepared the following report of the operations of the Bureau. General Browns long experience in connection with freedmens affairs in the Department has given him a very thorough knowledge of the subjects treated of in his report, which I have been here much too short a time to be able to report upon these subjects at all

satisfactorily either to you or to myself. I cannot do better therefore, than to forward the report of General Brown.
