in the representation that Captain Austin refused to allow those to remain who are willing to lease from Mr. Taylor, and to whom Mr. Taylor is willing to lease.

I can only express my surprise that the Commissioner who has given credence to such representation, or to the report that unnecessary harsh measures were being resorted to to carry out the decision of the Bureau- It may be inferred from your Statement that "no harsh measures were authorized" to remove the freedmen from the Taylor farm, that it was not intended by the Commissioner that they
be removed at all unless they would go 
voluntarily. If this is the policy if the Bureau I respectfully request to be so informed.
