and Chief Quartermaster of my Department respectively.

I deem it much better for the interests of the service that the business of the Bureau be transacted as far as practicable, by the regular Staff- Officers of the Military Department.- Economy, efficiency, and responsibility will all be promoted by such change.

This recommendation is not intended as a censure to any extent whatever, of either of the officers named, but simply to promote the good of the Service and to carry out the instructions of the War Department to dispense with the services of unnecessary volunteer Officers.
