I have the honor to request that the appointment of Mr. John. B. Cooper as a Clerk in this Bureau be cancelled, to date March 31st. 1868, and that Mr. Waldemar Wulff, be appointed in his stead, at a salary of $80 per month, to date April 1st 1868, also that the salary of Mr. Charles Seibert be increased from $70 to $80 per month, to date April 1st 1868.
