I inclose herewith a slip cut from the N.Y. Herald of July 9th. Genl. Howard wishes you to report in reference to the matter mentioned therein. It is only a newspaper report, yet such reports go out to the world and lead the people to suppose that the Officers of the Bureau are offering such inducements to the negro as to encourage him to live in idleness with govt. Support.
