War Department Bureau Refugees, Freedmen &c. Washington July 15, 1865 Respectfully referred to Col. O. Brown Ass't Com'r for Va. Arrangements for the payment of these men must be made between Gen'l Terry & himself, or not at all. I will approve their payment from any funds pertaining to the Bureau if just and necessary. O.O. Howard Major General Commissioner {E.B. p. 27 1865} Hd Qrs. Bureau R. F. & A. L. Richmond July 19/65 Respectfully returned to Maj. Gen'l Terry - with the report that negro affairs in this Dep't are insolvent - I would therefor respectfully review the application that these men be paid from the Civil Fund - O Brown Col & Assistant Commissioner Retd July 19/65 1/B/89 Head Quarters Dept of Va Richmond July 21 1865. I approve of the pay't of the within named men for that portion of the civil fund which has been turned over to Col. Brown. Alf. H. Terry M.G.
