War Department,
Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, July 27t, 1865.

Col O Brown
Asst Comr.
Richmond Va

Colonel,
I am unwilling and unable if willing to purchase supplies to meet the wants of the Freedmen, but as Mr George D. Trask of New York has a large supply of Army shoes, that the Army does not now want, which he can dispose of at a very reasonable cost, I think you may aid him in your district, through some reliable supply store to dispose of his supplies. Please correspond with him. He is recommended to me from the Quartermaster Gen'ls office by Col Perry

Respectfully
O.O. Howard
Maj General.
