have a general supervision of the Freedmen when such Agents can be obtained, it will be much better for all parties, than, to have Strangers to Act. 

Although it will be a troublesome, and thankless position, yet believing I could render Service to all, I would be willing to take such agency, and carry out your instructions for this County. (Dinwiddie) I will only add that I have been for upwards of 30 years connected with the U.S. Government in different positions, and, that I, am personally known to the President, and Secretary of State.

If there is no pay attached to the office of Assistant and I presume there is not, I would suggest that he be permitted to charge the parties a small fee, for preparing contracts &c as compensation for his trouble.
