In reply to your communication of he 10th inst this day rec'd. I would state the following as my reasons for the action taken by me in the matter of confiscated lands and property. Coming here but a short time since and being unacquainted in the Dist, and [[strikethrough]] of [[/strikethrough]] with the manner [[strikethrough]] of [[/strikethrough]] in which the affairs of the Negro Dept had been conducted. I had to govern my self in all cases by orders emanating from the Hd. Qrs of this Bureau, and by established precedents, I was led to believe by an order from the Bureau that Freedmen cultivating small or any tracts of land would be maintained
