The Freedmens Court recently appointed in Petersburg Va have decided that colored persons found with arms shall be fined and arms taken away.

The police will go and demand their arms and on finding them will arrest and then fined and arms taken away - They complain as to the decision and manner of arrest - (Firstly) because white persons are not treated in like manner - (Secondly) If white persons are arrested it is because they are found exposing them- and only fined and they allowed to retain them arms. (Third) They (at least some of them know), that such decision is contrary to that of the late Provost Marshall General on that point.
