on horseback to the different counties  Instead of being able to put two counties in one it would better to make each county in two districts  Genl Curtis can furnish no horses, as those turned in are ordered to be sold.  You can perceive our difficulties in adjusting freedmen matters as we have but one Sergeant and four men in each county and they without horses.  Half the cases requiring our aid are twelve miles and over distant from the Court House.  I have directed my men to seize at least three Government horses in each county from the farmers as there are large numbers in their hands for it is simply impossible to act without them.

Each case should be met promptly and if I find three horses insufficient will direct the seizure of more. It is certainly quite as much an "Absolute necessity" that my assistants should be able to transact business as that farmers should be furnished with government horses.
