The following case is reported to have occurred at Liberty C.H some two or three weeks ago. A negro boy having stolen some honey was tied up by the thumbs, and afterward had a ball and chain attached to his ancle [[ankle]] for punishment. He was not allowed to carry the chain & ball when he walked but was made to drag it after him. His face was then smeared with honey & covered in flour and he was again tied up. Col Brown Asst. Comm'r desires that you investigate into this case and if the facts are as alleged that the necessary steps be taken to cause such brutality to be punished
